Inspection/Titling Process for Reconstructed Vehicles

Act 228 of 2004 created an advisory panel charged with establishing procedures and requirements for the inspection and titling of reconstructed , flood , specially constructed , recovered theft , collectible , modified vehicles and street rods . The panel, which included representatives from the legislature, PennDOT and our industry, issued recommendations that became effective on January 1, 2007.

The following are the key changes made to the inspection and titling process for these vehicles. Links to PennDOT information on this process are listed at the bottom of the page. Enhanced Inspection Stations
  • The initial inspection needed for the purpose for the applying for a title for a reconstructed, specially constructed, collectible, modified, flood, recovered theft vehicles or street rods can only be conducted by an Enhanced Vehicle Safety Inspection Station appointed and under contract with PennDOT. All future routine annual inspections of the vehicle can be conducted by any inspection station.

  • Enhanced inspection stations must inspect those vehicles for which their certificate of appointment and mechanic certification allows. For example, if an inspection station that currently inspects cars and heavy trucks signs up to be an enhanced station, they would be expected to inspect cars and heavy trucks.

Applying To Become An Enhanced Inspection Station
  • Inspection stations interested in contracting with PennDOT as an Enhanced Safety Inspection Station can request a requirements package and application by contacting Dennis Himmer at (717) 783-5841 or PAInspections@state.pa.us.

Title Application & Processing
  • The following must be submitted to PennDOT for processing:

    • Title applications for specially constructed, modified, collectible, recovered theft vehicles and street rods;

    • Applications for vehicles that require any type of title brand coming into Pennsylvania from another state or jurisdiction;

    • Applications for vehicles that require a branded title and must have a new or replacement VIN issued;

  • Applications for reconstructed, flood and reconstructed/flood branded titles, where a Pennsylvania Certificate of Title or Salvage is submitted as proof of ownership can only be processed through PennDOT's On-Line Business Partners.

Fees
  • Inspection fees will be set by each individual inspection station.

  • Application and titling fees will be based on the current schedule of PennDOT fees.

  • Additional fees may be charged by Online Business Partners for title processing.
